Offical Mutation Roll Order and Additional Information
Leopon OR Overgrown Fur OR Tigon† ➜ Patches/Piebald† ➜ GMO Cow/Lion Meat ➜ Cotton Root Bark ➜ Fertility/Natural Chance ➜ Lion Scrotum ➜ Primal ➜ Tigon Boost* ➜ Mukombero
† Note: this is only specifically for lionesses with one of these mutations, as they are heritable. If the lioness is a Leopon, it will roll for her mutation's natural pass chance first, then move on to Patches/Piebald if she was bred with a Patches/Piebald stud, etc. The same goes for Overgrown Fur - it will roll for her mutation's natural pass chance first, then move on to Patches/Piebald if she was bred with a Patches/Piebald stud, etc. Finally, the same goes for Tigons. Patches/Piebald will only roll with their own natural pass chance if either the lioness or the stud has that mutation.
If the mother does not have a heritable mutation, the official mutation roll order will operate the same as listed above, just without the chance to inherit Leopon, Overgrown Fur, Tigon, Patches, or Piebald (assuming she was not bred to a Patches/Piebald stud).
To clarify, heritable mutations will only roll if one of the parents has the mutation, and it can pass down from that parent. If you do not breed a lion with a heritable mutation, they will not "roll" when your cubs are conceived and generated. If you do not use mutation-boosting items, they will not "roll" when your cubs are conceived and generated. The mutation roll order above is only assuming that a lioness has a heritable mutation, is bred to a Patches, Piebald, or Primal stud, mutation items have been used on her, etc.
* Note: the Tigon boost is only applicable until November 30th, 2018. Though the Tigon boost rolls second-to-last, it will overwrite all other mutations if it triggers. It is recommended that you do not use the Tigon boost on a lioness with a heritable mutation, as any potential Leopon, Overgrown Fur, or Tigon cubs that may have been produced will be overwritten by the Tigon boost's activation.

Leopon Details
(All 1st Generation leopons are born with the Kimanjano base, White Underfelt, Mottled Rosette markings, Dudley Skin, and Yellow eyes.)
Leopons are the first Hybrid to be introduced to Lioden. Leopons are a cross between a lioness and a leopard male. First generations are very rare. Leopons are obtained exactly the same way as other breeding mutations, which means any lioness could randomly pop out a Leopon cub when she is bred!
Interestingly enough, all first generation leopons are born with two very special, Leopon-only, traits: Kimanjano base and the Mottled Rosette marking. These traits are very hard to breed onto a regular lion, but have a slightly higher chance to pass to other Leopons. Only female Leopons have a chance to pass on their mutation - 10% from a first generation, and 5% from any succeeding generations.
Only Goddess fertility lionesses are able to successfully breed with a Leopon king. Cubs of a Leopon king with be born with 10% less stats, and be born infertile. Each breeding for a Leopon king will also cost the male 5% more energy.
The passing rates of Mottled Rosette is not boosted by having a Leopon king, nor does it raise the chances of having a Leopon mutation pass on.
Kimanjano pass rate receives the same boost from a Leopon king that a Leopon mother gives and doesn’t double if both parents are Leopons.

Additional Information
"The in-game truth is a bit simpler. Leopons begin as rare mutations. Any fertility can produce a mutation and, theoretically, a leopon. However, lower fertilities are more likely to produce both mutations and leopons in general. Mutation items such as GMO Cows, (September event item), Lion Meat, (January event item), and Cotton Root Bark, (Oasis item), can also increase your chances. Leopons are a very rare mutation along with dwarfism as compared to a common one such as achromia."

Birth Message:
If you happen to breed a First Generation Leopon, you will receive a Game Notification entitled "Interesting Cub" that contains the following message: "This litter brought a small surprise: a cub that is different to normal lion cubs. Upon questioning - in fear of being chased or killed - the lioness admits to a small rendezvous with a leopard when she was in heat... The cub is a hybrid! What will you do now!?"
