Maybe! It would be the least useful species ever, tho. As someone who researches a lot about hybrids and stuff, I don't see how useful would be someone with cat ears and tail in the world, aside from fanservice, and that by itself ain't very useful.
But hey, their position in society is something interesting to think about. Would they have rights? Strange cults around them (Like the reptilian people)?

I was thinking of the benefits of being a cat added to humans, having more sensitive ears means better hearing and a tail could mean better Balance
And some people might like the cat features of the person and respect them a lot, or some hate cats and end up mistreating the nekos. There might be a whole state made up of nekos if they spread that fast.

Oh, but there's a thing. If you wanted sensitive ears, why not choose a different animal with way better hearing? Why not choose the ferret, which has a larger range of hearing? And the tail adds balance, but only if you are a quadruped. But monkeys, that aren't exactly quadrupeds, use their tails for jumps and to hold more easily to trees.
But yeah, it's a fun way to think. However, I'm not sure how well would they be accepted into society, at least in the beginning. If nowadays racism is a big thing, now something with ears and tail wouldn't be accepted that easily. But with the whole popularity of the concept, it's unsure how people would react. At least a percentage would love them, probably

Back to the roots. What's the most possible way of a neko being created? I would think maybe mixing some DNA or just straight up attach some parts on a human (not the most appealing way, but most possible).

It's...hard to say, really. It's not that easy like cut and paste DNA, because there is no specific DNA blueprint for ears or tail. And just randomly attaching parts on a human wouldn't work very well, because it would be needed to connect nerves, muscles, etc. And also, it would be needed to change the size, and for ears it would be needed a different distribution of the skull. Because you would be adding a foreign object, this new neko would need to take immunosuppressive medication for the rest of their lives so the tail and ears aren't rejected.

I do have theories of how could it work, but I prefer to keep them to myself because they are still in the work and I don't want to offend any genetist out there OTL
