Nobody would make him king and it doesn't even affect subs because they can't reproduce.
HOWEVER, what it could do is it could create subs that are eternally stuck in the adolescent stage.

It would be an interesting mutation, but depending on the actual cause of the problem the physical effects would probably vary quite a bit. Are they cryptorchid(one or sometimes two undescended testicles)? This would likely lead to them retaining fertility but could result in testicular torsion (death) or tumors(not usually seen in cats but possibly death, possibly male feminizing syndrome). Are they genetically male but gonadally female (XY gonadal dysgenisis)? This could be because of a mutation of the SRY gene which results in the testicles not forming and eventually resulting in a male who presents female but never undergoes puberty.
(i'm still studying this sort of thing so i might be incorrect about some of this)
Idk theres a lot of cool stuff that could fit into "male has no balls" but you'd need to be more specific and then see if people would support it as an on site mutation.
