I don't think this would change much, if anything. The cub you get would still be random among the ones there, so if someone goes in hoping to get a slate cub and gets a dun cub then that cub is either killed, chased, or sent back to the giving tree. Same thing goes for base groups, so it's really a gamble either way. I can see that this could help people not pick up cubs from the tree too if you look at it that way, since they can see that all the ones available don't have a desirable base for them.
