I believe that's turtle eggs. Crocodile eggs are from an event, in fact I believe they're from the Slap Shop of February. EDIT To find turtle eggs(which are also in the Slap Shop), find the explore event that says "You find a roaming African Wild Dog, barking from time to time, as if it were separated from it's pack." (An image of a AWD will show up too.) It will give you some options, and if you pick "Roar!" it will give you the turtle eggs. And yes, this is in the Shrublands if you have enough negative Karma.
