There are problems with both, because if a rider was sent as a spy they'd have to hide a dragon, but if a hunter was sent as a spy they wouldn't have a dragon...

I think it would be better to have a dragon hunter sent as a spy on the riders, since the dragon hunters hunt dragons, they could've trapped a dragon just for spying
