You only have to wait one hour, not two. I imagine the cool down is there to reduce the drain on the server from generating new lions and to slow down impression gain a little.

The cooldown was put there to prevent people from mass-claiming females. It wont be removed, because it's necessary to keep people from milling NCLs for impression and possible bonuses (CRBd ones and etc). The limit prevents people from claiming too many at once.

With enough territory you can still mill NCLs for impression, cubs, bonuses, or karma. Why not a hard cap on how many NCLs per hour a male can claim in that case?

I've got the same problem. And quests from V'kai are DAILY! When I finally can chase the lioness off, the quest resets...

It's only an hour wait. You can still claim at least 12 lionesses per day (presuming you're on for 12 hours) with obly one territory slot available. And as other people have said, this hour wait is to stop people from mass claiming them for benefits... you can come across at least 100 NCLs per day. For someone claiming and chasing immediately they would get one full bar of impression progress per day, higher chance of finding special NCLs such as CRB, chased etc.
