It looks too clean to be Diabolic imo, and there's no sideburns like that on it. And it isn't as thick. Maybe I'm just being nitpicky though, haha

That's true.
I looked at the original drawings and yea, I can see much better that it's diff from Diabolic.
I would love to have this mane (they've already added his horns,wings, and tail, so why not his mane lmao)

Do they mean juvenile as in "age" or juvenile as in "childish, playful"?

I assume he is youngish, but he looks like he's young adult (like 18+) and I assume he is given he's somewhat suggestive in his dialogue at times as well.

Granted, that might mean his mane will get thicker with age, but I don't think he's like "barely a teen" age wise? I could be wrong though.
