A lot of explore decor and backgrounds that are "rare" are still incredibly common, but I think it would be nice if special decors and backgrounds could be introduced that would be genuinely rare.

To keep them limited and prevent people who explore more from getting more, there could be just 1 or 2 given out per day across the whole of the game and these should be limited time only. (e.g. 2 a day for a month would be 60 in the whole game).

Potentially, they could be distributed to a single random member in explore or patrol at a random time, and this could vary to make sure that players from all time zones could have a chance at getting the decor.
