Original flavor Primals are by far the most common mutation in the game as of 2020. Even if they're "officially" rare they're really not. So I think it's plausible that you might bump into one while exploring. It would be your standard enemy lion, appearing in any biome and counting as a lion for the purposes of quests. But it would be less common than the usual ones with a somewhat higher Strength stat.
