The effectiveness of Lion Meat is not dependent on the lioness it is used on, outside of roll order.

With using mutation items, the most important thing to remember to maximize the chance of producing a mutated cub would be roll order. Here is the roll order for mutations, from the FAQ:
"Leopon OR Overgrown Fur OR Tigon† ➜ Patches/Piebald† ➜ GMO Cow/Lion Meat ➜ Cotton Root Bark ➜ Fertility/Natural Chance ➜ Lion Scrotum ➜ Primal ➜ Dorsal Fur† ➜ Tigon Boost* ➜ Mukombero ➜ Dorsal Fur Guarantee*"

So the best lioness to use the lion meat on would be a lioness who does not have a Leopon, Tigon, Overgrown Fur, Patches, or Piebald mutation. Any other lioness will share the same likelihood of producing a mutation, so pick one of your favorites and one with good marks!

Completely random on lethals, no way to specifically avoid them. You can also use a low fert lioness, as that's an additional chance to roll for a mutation that does not overwrite the lion meat.

Ok thanks, should I use one with a lower fertility rate, I heard that helps? Also is there anything you can do to avoid lethals or is it completely random?
