I believe using the customizer on your king essentially creates a new lion, without any mutation and with limited base and marking options. This is wrong. As per the wiki under Mutations of all things, there's this information: "If your leader has a mutation and you wish to customise them using the Custom Lion Oasis tool, don't fret—their mutation will remain even after customisation! A lion's appearance consists of their base, eyes, mane colour, mane shape, markings, and skin. Mutations are not tied to your lion's appearance data. When you use the Custom Lion tool, it doesn't wipe your leader's age, cubs bred, heritage, karma, or stats; it only directly affects your leader's appearance." Base options will be Common and Uncommon bases, and tier 0 and 1 marks. Obviously, this is pretty limited and if this is how you intend to create your king, you will want outline these parameters for your contest.

The best way to customize an existing lion is through applicators. There isn't really a workaround to this. Keep in mind some markings are hard, incredibly hard, or impossible to apply under any circumstances. For instance, it's difficult and costly to apply specific T6, there's essentially no chance to apply specific T2, BO T3, T4, and it's impossible to apply T5 markings.

Marking tiers are their categories, in a sense.

Tier 0 - common markings, such as ones found in NCLs, rolled males and Oasis
Tier 1 - custom markings, such as ones found in Marking Applicator and Oasis
Tier 2 - raffle markings - these are breed only
Tier 3 - event markings - these are obtainable via special events such as monthly NCLs, event applicators, NCL exclusive etc
Tier 4 - rosette markings - these have unique breeding patterns
Tier 5 - these are disabled from Random Marking Applicator due to unique raffle applicators, event applicators that aren't unlocked yet, mutation markings and so on.
Tier 6 - these are RMA exclusive
