Simple adjustment to the recent PM settings.

The new bar is convenient but, not located conveniently.
Can we please have it moved it down to the bottom of the page?
It'd be rather annoying to always see that setting bar every time I go to read my inbox - I check my messages a LOT more than I need to change settings for them.

I dont need to see the setting bar EVERY single time I go to read a new reply from someone? Especially after I already set my settings and not going to change them for a while?

All message actions are located on the bottom of the page, as well.

On the bottom of the page, not on the top of it above the messages? So when we need to update settings, we can scroll down and update them - but dont have to see it every time we read mail, when we dont need to update any settings.
