Yes, the name gets reset at exactly 1 year being inactive, at the rollover - I know that because I got an inactive name exactly at the date, before rollover it was not available, after rollover it got freed up.

No about re-rolling - you dont have to re-roll your king after hiatus. If the person had to re-roll their king, they probably had left him on 15 years 11 months and when they came back, he aged to 16 years and was forced into retirement - and they had no heir to king. That is the only situation you must re-roll a king - hitting 16 years old and having no sub male to king.

I can't find anything about having to reroll your king due to inactivity.

I've personally never had to reroll a king due to inactivity, but I've never frozen an account longer than a few months at a time, so I honestly don't know that part.
