It says 59% or lower on hunger
Does it mean lower by a numerical standard as in
59 - 0% hunger
Or does it mean lower by a status standard as in 59 - 100% hunger?

If the latter, do I just have to not explore for several days until I'm at 59+/-? Wouldn't that defeat my purpose in using them? Because there are Explore encounters that take hunger automatically-

It means the former - your just hunger needs to be anywhere between 0-59% (i.e. not starving). As long as your king is NOT starving and therefore not regaining energy properly, you can use as many roasted lambs as you want; there's no waiting period. You can use one every day or even multiple per day :)

@Lunaire - that's absolutely not the case. It actually works the exact opposite of that!

59 - 0% hunger

Just feed your king before you use it and it should be fine, also be careful only use it when its exactly the hour (8:00, 9:00, 10:00 etc) because if you use it at *example* : 9:55, when it turns 10:00 that will be counted as an hour!
