What gameplay feature is this bug affecting?

What's the issue? Please include any error messages you receive and as much detail as possible.
So, I have had transfers set to friends only on my side account before the QoL update last week. This was because I saw no reason for other players to send anything there, since it was a frozen account.
However, after the QoL update, I had checked the settings on my side account and it was in fact set to "Everyone" with all 4 boxes ticked. However, when my friend tried to send me something, they were told I have trades off (which was a bit weird, because private trades worked just fine)
Even resetting did not work, and I did check my transfer settings to make sure they were set to everyone, and they were. I've set transfers to no one, updated, then set back to everyone, updated again, but other people still cannot transfer to that account. Again, private trades work fine, it's just transfers that have the issue.
Any help would be much appreciated, thank you so much!

Please provide us with step by step explanation how this bug happened so we can attempt to replicate it. If it's complex, please include screenshots where possible:
I'm honestly not sure, just have trades off from before the QoL update and then see if the settings transfer over?
