Okay, there does seem to be a notable difference between the July raffle bases up to Dawn and the ones released after it, with the latter being brighter and more vibrant than the former (Sunrise being the exception). And the July raffle system's eyes are also divided along the same line, with eye colors up to Stellar being used for one combo, and the ones after that being used for a second combo eye color. With both of these in mind, I think we should have the bases reflect that divide and give all July raffle bases up to Dawn their own combo (the next set of bases, including Prismatic & Jellyfish, will get their own, but I want to wait until the next base to get an idea of how it should look). Hence, this base.
So, color-wise it's heavily modeled after the Divine/Astral/Heavenly bases, and is supposed to evoke a dark twilight sky with a comet streaking across it. The bright red undertones are meant to reflect more reddish bases like Sunrise, Dawn, & Sunset, the stars on top reflect Leonid, and the cooler tone reflects Stratosphere. Celestial, Sidereal, & Skyward's influence is less obvious, but the base's starriness is more speckly like the patterns on their back.
Also for genetics, it's mostly likely Black Dark Countershaded Special, but we have so many, and if godamn Wepawet (mostly black) & Temporal (mostly purple) can qualify as Red, so can Meteorite, which has stronger red highlights than Divine.

How to obtain
Breed the above factors; I'd rather not have them restricted to July, but if the rules around month-exclusive bases change, I would change my mind. In any case, it would be appropriate to make them July-only.
