You aren’t wrong, all tier 2 markings are BO. But there are other markings that may not be in the “BO tier”, but are still classified as BO.

Most people consider some event markings as BO, such as event raffle studs.
This includes July Celestial Raffle Lionesses and August Maneater Studs. These lions give tier 3 markings, but are exclusively gained through breeding to them.

NCL exclusive markings are also sometimes counted as BO. These are markings that can only be found on NCLs and are gained on other lions through breeding. These markings are also classified as tier 3.

Hybrid only marks are also considered BO, as they can only come from breeding to a hybrid. Ex: mottled rosettes.

Breed Only markings are listed under the following tiers:

Tier 2
Tier 3 - if you consider Event NCL markings as BO (this is also the Tier that August Maneater Studs/July Raffle Lionesses are located)
Tier 4 - Rosettes that are not Mottled Rosette
Tier 5 - New Raffle markings, Mottled Stripes, Mottles Rosette and Enclave/Referal Markings (These are only if you feel they are BO)
Tier 6 - Random Marking Applicator/Random Marking Replacer and Total Shuffles. Again if you consider them BO.
