What gameplay feature is this bug affecting?

What's the issue? Please include any error messages you receive and as much detail as possible.
Not too sure if this is a bug, but I've spent over 5 bars of energy (across both accounts) and have yet to find any meteorite shards at all in explore and it seemed quite different to the last few years I've participated in the event? The encounters for the specific quest I'm doing for each NPC has shown up, but no other explore encounters have occurred. This could just be weird RNG, but I figured I'd report in case. This specifically refers to regular explore, the celestial explore is dropping meteorite shards as normal.

Update: I levelled up this king and switched zone (was previously in Rocky Hills, now in Arid Desert) and am no longer having this issue. I'll leave the report up in case it's specific to rocky hills.
UPDATE 2: Further experimentation - it seems to be related to having an active quest with the Civil War NPCS, rather than the zone. Even in the different zones, when I took a quest, all other event encounters stopped showing up.
