I've recently returned to the game and the biggest change I've noticed is that there is simply too many lions that are unwanted.
While it's true we do have ways to get rid of unwanted lions, I personally feel that there are just too many for them to be effective. (A good example being the chased lionesses and how many are just basic ncls.)
My idea is something like the portal we could send lions thru in July mixed with a mini game.

1. Every lion you send thru gives you a chance to win a prize. (Silvers beetles or herbs up to a black stallion.)

2. You could only send 5 lions a day.

3. Only lions between the ages of 5 months and 12 years could be sent

4. Special bases/markings DON'T give you a better chance for a better prize.
