I personally don't believe "mRLCs" exist, and agree with you that that would be nRLCs - the only way I would consider a "mRLC" would be if it was a genuine improvement; Tier 2 Marking, BO Eye Colour, Rosette - stuff that maybe wasn't available when that RLC was created, but IMO all "mRLCs" are just nRLCs.

I think it's all opinion since it's a playermade term mostly, though devs did crack down on having to identify something as modified if it didn't 100% match the OG.

The thing with the fiery is that for a while the OG was on an account that had quit and clones were scarce and private. So people rebuilt it from the traits that had been distributed and I guess inferno was the app base of choice in that case. Breeding BO bases with tons of traits pre-ochre powder was brutal. They still are, but still. I've seen ones with maroon too. There are full clones available now though I think they are few and far between. I just know I've seen them here and there.

Personally, I think reversibility is a factor in modified clones. If you create a lion with BO traits replacing applicator or custom traits, that's easily reversible, and anyone could create a full clone from it if they wanted. I think those have more leeway. It's impossible to make an inferno 14/15 into a full fiery clone. There's also a lilac line that lost its BO skin, and that's irreversible, but I've generally seen it be accepted as a mRLC. Skin is a smaller factor than base.

But both can be accepted as mRLCs by different people. It's all subjective, really. I roll my eyes at "4/15 nRLC" for example, but it's not a big deal at the end of the day. I just ignore them, or get a laugh and then ignore them.
