A very long time ago when custom decors first started, they allowed them to be backgrounds (i think 2 were made, you can find them in custom decors) but Xy/Admins decided not to allow this and stopped.
Im not sure why but possibly because it would be more likely to degrade/mismatch the art quality of the site having entire backgrounds in slightly different art styles than the main lioden art.

I agree it would be pretty cool. I would probably draw one myself if they started allowing it again, but I think Admin already decided not to.

Though is love to hear from the admin on their stance at this time. :)

As much as I remember, the reason why background were disallowed was because of how hard it was to match the style properly in such a big complex decor as background; there were some very disheartened users who were rejected their backgrounds many times and wasted a lot of effort on them, but still couldnt match the style enough to be accepted. So admins decided to disallow it, to prevent the possible drama? I think.
