I've noticed that they drop rarely, so rarely that unless you have cash to burn and valuable items to sell, you're not going to be able to get enough to craft the new Trophy base.
I don't know what the current percentage is, but it seems like it's too low for us to be able to get enough of them to craft the decors [ Which need 30 lion's tooth and lion's claw ] either.
Maybe bump it up a bit to give us a hand? Even the odds?

I won my last trophy at 2018-05-10 21:58:22, about 12 hours ago.

Edit: Or make it possible to earn them in explore fighting event lion encounters.

The market for the trophy items is inflated and the items crafted from them are pretty rare and hard to get. There are only 4 Trophy Apps in the game, 7 Claw Necklaces, and 7 Tooth Bracelets. Only 7. In the entire game. The claw necklaces and tooth bracelets came out last year and there isn't even 10 in the game. That's a problem. Hardly anyone's able to craft the items because the drop rate is so low, and none of them are for sale for reasonable prices. No amount of hard work getting enough to buy the trophies will be enough to actually craft the items. This isn't sustainable.
