A chaotic time for the city of Dunwall has finally come to an end. The young empress has been rescued, the men who took her and orchestrated her mother's death brought to justice one way or another. Emily now rules over the land, Corvo at her side as Lord Protector. Things are finally good for Dunwall!

Except they aren't. The rats and the plague they carry still coat the city in death and despair. The city watch is still harsh and unapologetic, while the Overseers still war with their battle against magic. For those of us who do not live in Dunwall tower, life has not improved. If anything, it's gotten worse. Emily is much too young to hold much power yet, and the threat of Corvo is not taken seriously, since he will not leave her side. How will we survive this war?
