I mean, animated backgrounds would be interesting (and would probably be on the back burner in terms of work), but it would for sure have to have a toggle to turn it off/on for accounts. This could lag out a lot of people otherwise.
Even for a limited time thing, a toggle would be needed.

Oh that does sound cool but the only problem with that is it could cause server glitching and lag as well as it would be a pain to code, but if it was lets say a limited time event item that would be cool?

No. Animating backgrounds would be tedious, take hours of work, require a shit ton of coding, lag the site, and for what? A little bit of animation? Plus it would make your lion look dead imo.

i wouldn't want this because i feel like my lion would look too fake against it, but i support cuz i can see why a lot of people would like it. it could be an event item that only has its movement during the month of its event, perhaps? like if there were to be one for july, it could have comets falling in the background but they only actually fall during july

It's not a stupid idea at all. I can see why you would want it. However, for reasons stated (i.e. It would make your lion look rather "dead"), I can't see it being implemented. Maybe someday a few backgrounds will have some minor effects (e.g. rain, fireflies), but I can't see it happening now.

No, it wouldn't. All it would be is an animated image file, i.e. a gif.

maybe it can be put on the back-burner for a little while, but don't scrap it! lioden is still very much adding new art and stuff, but im sure within the next year they'll start looking for new things like this, perhaps this was just a bit early to suggest it

and don't take things like mochi's comment to heart. some people just like to get under skin and pretend they know everything (ex. speaking for the coders when the coders are perfectly capable of speaking for themselves)
