I put this on the bug board previously but was told to put it here! Basically, when resetting quests with the July NPCs, you can get the same quest twice or more in a row. I made the bug board post when Apedemak gave me the “kill 6 lionesses” quest three times in a row before changing. I’m not sure if this happens with other event or non-event NPCs so chime in if it does! I think a fix would have it be to work like one-in-four marking applicators, where if you get one quest, you can’t get it the second time you reset it but you could theoretically get it the third or more time. So for example if you get the “kill 6 lions” quest and reset you can’t get it the second time (so maybe you get the “give 6 pieces of food” quest) but if you reset THAT it could possibly go back to “kill 6 lions” again.
