I mean like all three are leaders, they each have jurisdiction over one section of the pack; hunters, scouts, other, etc. Any decisions that affect the pack as a whole would have to be put to a vote. For example, if the herbalist wanted scouts to gather herbs, then all three of the leaders would have to vote on the idea. Maybe each leader takes a vote for their section and that's their vote? Although that could get messy, maybe not

Hmm, fun idea, although voting isn't exactly necessary. As long as the scouts/hunters/etc. are willing to do something then they can if it isn't problematic or causes trouble.
