The best source of information about practically everything game-related is the official Wiki (also linked at the top right of the screen). There's a lot of info there and it can seem pretty overwhelming, but it's so incredibly useful.

The Getting Started Guide linked on the front page there is a great place to start, and beyond that you can keep browsing around to find pages with more explanation of almost anything you might need as you go along :)

If you're that new, it's unlikely you have anything worth raffling; however, all you have to do is go to the raffle area and click 'make a raffle'.
