if i remember correctly there's one random lioness in your pride that gets all the flirts

I think it's random based on playerbase first, and then it picks a random lioness from your pride rather than randomly picking any lion from the entire playerbase if that makes sense. So a territory with 5 lionesses has the same chances as one with 50. The flirts will just be spread more sparsely among the territory with more lions.

Just for info, the Wiki page for February's event says this: "Any female lioness that is 2 years of age or older is eligible to be flirted with. This includes immortal lionesses, but does not include deceased lionesses stored within your Pride Dynasty. ...
How many flirts your lionesses receive are determined completely at random and are not based on how many lionesses you own. A player that owns 1 lioness can receive just as many flirts as a player that owns 200 lionesses." And the above user's right, the game picks a random pride then grabs a viable lioness from there to flirt with
