There actually IS a way; keep your king's impression level below Average.

"Starting at Average Impression, your leader will find lionesses in Explore that have been chased by other players."

So, to completely avoid seeing chased NCLs, do not advance your king's impression level past "Not Impressive" level, and he will have 0% chance of seeing chased NCLs. He will miss out on perks of higher impression like exclusive NCL stuff, but that's the price.

You have a few options, but there is NO way to disable chased NCLs popping up.

1. You can keep your kings impression below “Average” but I wouldn’t recommend doing that, as lionesses that you DO claim won’t be in heat, no chance of a crb, etc.

2. Just run away from them, you’re not forced to claim them

You can skip past the chased lionesses. If you accidentally claim one, you can always chased them off again. I’m not sure if there’s any reason you can’t do that. There’s also guides to help you identify chased lionesses.
