From the official wiki: NOTE: This encounter will only have a chance of appearing once Tier Two of the Black Market is unlocked. NOTE: This encounter will only have a chance of appearing once Tier Two of the Black Market is unlocked. The only specific timing is that its not available yet, Tier 2 isnt yet unlocked - so dont waste any items searching for it, its not available yet.
