I feel like the answer to this is a little obvious, but it shows that to stop people from sending out a crapload of the same messages all at once. It's to prevent spammers from annoying people with mass-advertisements and the like.

If you start a clan for your guessing game, you can send messages through the clan message function to the whole clan at once, and avoid that slow-down, and the people who have joined the clan for playing your game would all get the message at the same time.
