From what I've heard, its labelling comes from the joke that Locusts are a common bug that is most everywhere, plaguing Lioden. I believe that despite that labelling, it actually has no lesser worth than the others.

I may be entirely wrong, but I think locust is actually common genetics-wise and not just as a joke (meaning if you paired locust with a special base, the pass rate of the special base would drop to 1%).

Here's the news post where locust was introduced and someone had the same idea--the admin response was that locust is common because they liked having a common app base, which suggests that locust genetics is common too.
Here's the news post where the common combos mentioned in the admin response was updated to special, but not locust.

I really don't care about the locust base either way, but @His Majesty has a case if it's actually common. But if it's only common for lore purposes, and acts as a special base, some clarification in the app description would be nice (as it is, the app describes locust's genetics as red medium solid common) :))
