So, the Piebald ticked mod was released as part of one of Lioden's events this past year as a quest reward. You were able to get one per account (so a max of 2 of you have a side). As a result the market flooded with them very quickly and it simply turned out that a lot of people don't care for ticked piebalds aesthetically. The mixture of this plummeted the value of the MOD.

Tbh, it will probably pick up in value in a year or two as you start seeing the MOD become less common and it gets integrated into the game and people better figure out how to make it aesthetically pleasing to a wider range of people (marks, bases, etc).
