Freezing a lion can be done with a freezer account. This essentially just means storing your lions on an account that doesn't roll over in order to keep them from aging.

If you mean freezing them as in immortalizing them, there's several items that do this:
Jellyfish: freezes cubs. Won from the slots mini game.
Turritopsis Jellyfish: freezes an adolescent or adult lion. In the oasis for 5 gb
Canopic jellyfish: revives and immortalizes a lion from your dynasty. Bought in the June event shops.

If you immortalize them, there's no way to undo this.
