if you mean "borders" as the background, the dimensions are 1920x1080.
the snow might be done in two ways. i can do it as coded animation which has better quality but it might be a bit laggy if you have older computer. or you can find a black and white gif with the dimensions at least 1280x720 if you want it to look good. (for example on my den) i hope i answered your qestion :D
