The Locust base was deliberately added to the game as Common; it was not a mistake.

Ref: Original News Post; there was an issue with the coding referenced here that has long been fixed but it was deliberately officially released as common.

I'm not sure if this may help explain your - Negatives but just for context:
it's not a mistake but wishing it's different is totally valid,
some may like the way it is (?),
& it's been suggested before.

I personally feel it was a play on the plague/locust event being everywhere ('common') during September.

Yeah it should be special; honestly kinda dumb that there's just one applicator base that's common. If it's intentional, why havent they released more all these years. Also there's no locust based cubs in the tc when i checked so it's not like it has a common pass rate or anything. Still has a low pass rate its just labelled weird.
