Energy regeneration

What's the issue? Please include any error messages you receive and as much detail as possible.
Energy is not regenerating every 15 minutes like it should. I've observed this for a while, probably since regeneration was changed to be unique to when you first spend energy rather than synced to the quarter hours across the whole site.

Any links relating to this bug? For example, if a particular lion is bugging, what is the link to that lion?

The user log screenshot from 3:00am LDT was my first energy expenditure this morning - I explored one step on both accounts and then sparred with submales immediately after. So my energy should regenerate at :00, :015, etc.

The second user log screenshot shows that I did not eat a Grub or any other energy item to get 10% energy at 9:08am.

I also did not allow my energy to reach 100% at any point today so far.

Please provide us with step by step explanation how this bug happened so we can attempt to replicate it. If it's complex, please include screenshots where possible:
Start exploring at a specific time (the quarter hours are easy to remember) and don't allow your energy to reach 100% at all over the course of several hours. You should start to notice after an hour or two that there will be a couple minutes difference in when it should regenerate, and the difference is larger the longer it has been.
