Collecting meteorite shards

What's the issue? Please include any error messages you receive and as much detail as possible.
To collect meteorite shards your supposed to find them in normal explore but I have used many full energy bars and haven’t collected a single one. I think it’s a bug because this isn’t happening to most other people? I had a bunch left over from last year but once they ran out I haven’t been able to collect any more, help.
