I had about 50x of each prior to July. Then I used underbrush on July Apps but I got more from explore. Did you spend your items prior to this?

Dude I have the same problem with my second account, I literally never voluntarily spent underbrush or large rocks and I only have 1 underbush and 0 large rocks. AND EVEN ON MY MAIN ACOUNT I STILL DON'T HAVE ENOUGH UNDERBRUSH BUT I'VE BEEN PLAYING FOR 2 YEARS

I personally always have little to no difficulty with this quest when it comes around yearly . . . probably because I explore + patrol a bunch, so I've always got over 100 of the needed items even with crafting them into background semi-frequently. ^^"

Path of the problem is that we forget to save and end up using the underbrush as nest materials. I usually have extra skulls and most of the rocks needed, but I never have enough underbrush.

I sort by craftable in my hoard every few days and bury most of the things that show up, so I never have a problem--I have many craftable items in excess. It is possibly unfair to new players who don't know to expect this. I try to make posts about things like these, but I forgot this August, and that's not addressing that most people won't see the post anyway. I was fortunate to have an experienced player take pity on me my first September, but it is a bit tough for a newbie who has no idea.

Yeah, that's been happening to me as well. If you're not one of those players who's up at all hours of the night saving up these materials year-round, this part of the Harbringer quest is downright impossible (especially if you're like me and generally sell lion skull to the monkey business for quick cash)

Most I had to refresh so far was 29 times, mostly, it's been between 3 - 10 times to find a horse.

for someone who had done this event for the first time I'm actually pretty bummed about it. I didn't play as much when I first joined the game but this year I've been more active and I'm quite bummed out that I wasn't able to complete the quest. I ran into more than enough encounters to get lion skulls which I seem to have a million of but I think I only got underbrush and a large rock only like three times during the entire month.
