There were many reports about this and I agree - Cause experienced some low encounters myself.
Developers recently released post about this matter - They still research this problem and couldnt find any bug in the code yet, but as soon as they understand whats wrong -- theyll fix it.
They said to give them time.
I guess we only can wait. They also mentioned about other promises and when theyll release those, check it!

Sometimes I can get like 5-6 omens in one bar, but sometimes there is none for 3 full bars. Extreme rng and luck/unluck, depending on how you look at it

I'd say it's just bad RNG mostly but :( I did notice a decrease. Before yesterday's update I frequently got all the omens needed in one or two energy bars but this morning (even with applying a red bull) I've gone 4-5 energy bars and only have gotten 2 omens.

I also don't notice any changes in the occurrence of the omens, it's has always been pretty wonky in september. I have found all 15 i need on my main and a whopping 5 on this account today, I play on both accounts equally.

Today I got 7 omens in one energy bar, then only 1 omen in the next.. I think its mostly just scuffed rng luck tbh :/

My luck with omens tends to sway from one extreme to the other, but I did notice that the moment my quest asked for me to defeat a prophet lion he stopped showing up AT ALL in my explore encounters. He used to show up pretty regularly before, but now I've used 8 full energy bars already and still no dice.

Personally, I'd welcome some sort of mercy mechanic when you're doing event-related (and possibly timed) quests. i.g. maybe adding a tweak to give us a slightly better rate of finding required encounters or items once you've used up 10 full energy bars with no luck for them? That'd still keep the challenge but would make things slightly less frustrating if RNG really hates you.

I’m a pretty active player and I’ve had the “find 20 omens” quest for two days now and have only gotten 10 despite exploring very often
