I did that with the GMO Cow and buffalo scrotum and got no mutations. And every tigon I have come across has had to just breed to a goddess fertility. Leopons no problem with lower. :) I have tried 3 times so far for Tigons and like more than 10 times with CRB'd NCLS.

This doesn't apply to a first gen tigon, but I semi-recently used a lion meat with my tigon. She was pregnant with only 1 cub and the result was a tigon cub.

Male hybrids cannot breed unless to a goddess fertility.

Hybrids are not common, hence why people pay so much for them. RNG is at play and you could get one from a crb'd 1% with a cow and scrot as easily as you could get it from a random lazy breed with a pretty ncl you found who had a high fert and no boost. I suggested the most common way of trying that offers the best chances of mutation in general, but as I stated several times there is no way to guarantee it. If there was, don't you think everyone would just do that in the first place and everyone would have all the hybrids they could want?
